I don't believe it needed to be a law.......
As a resident of this hippy state I can tell you with all of the military activity that goes on within our borders generally speaking most high school students are aware already. I have one currently in high school (female even mind you) and she has several friends (about 50/50 male to female) that are planning on going into the service, reserves etc.
