Its GVW buy the way, tow vehicle is included.

Funny thing is they look at GVW loaded or not. You could be pulling an empty trailer that is 6k, but can spec out over 24k. You won't get an overload ticket but can get a ticket for not having the correct DL based on GVW.

In texas they would make you park it and not move it until you have someone with the correct license.
