In my latest issue of SAR they are saying that the CLEO requirement is A thing of the past, looks like they changed it to just a notification of local law enforcement. Supposed to go into effect July or this year

Kids today don't know how easy they have it. When I was young, I had to walk 9 feet through shag carpet to change the TV channel.

New form is ATF 5320.23. Along with Form 1,4. I will try to find a link for the official ruling
