So when Dodge moved production down mexico way back in the late 80's they supposedly changed the steel they made the truck out of. Thinner and stronger was the story. Every late 80's early 90'd dodge truck/RC i have taken apart has look like this in some degree, this was the floor under the driver, when I did the conversion I just made a plate and reinforced the whole area.
