Daughter and grandkids making too much noise
And
The dog was snitchin' turkey

Based on the fact that the cell phone is just outside the holding cell and the youngest is unable to get  to it, yes, I would say it qualifies............. ;)

I would call it "dog abuse" poor guy looks like he should be paroled on good behavior.

Its not abuse until you turn the water hose on them.....and play loud music
