Would probably think a nuclear attack may not be an act of war.
I mean if ground zero was some rich white neighborhood, according to her reasoning, might it possibly be a justified attack?

While i can't stand Maxine Waters, pretty sure that quote was made up and she didn't actually say that. Me thinks this is from a meme that somebody made.
